Vegan Salted Caramel Cupcakes

Cupcakes:
1½ cups all purpose flour
1 tsp baking soda
½ tsp salt
½ cup sugar
½ cup brown sugar
1 cup plant milk
1 tbsp apple cider vinegar
1 tbsp vanilla
⅓ cup neutral vegetable oil
Caramel Sauce:
¾ cup sugar
¼ cup water
½ cup coconut milk (from a can)
1 tbsp vegan butter
1 tsp vanilla
½ tsp salt (more to taste)
Icing:
½ cup vegan butter
½ tsp vanilla
2 cups icing sugar (plus extra if too thin).
2 tbsp caramel
2 tbsp plant milk
¼ tsp salt
